HPC grants Conceptual Design approval and other reviews with 3-0 vote
On November 10, 2021 HPC voted 3-0 in favor of the redesigned four unit affordable housing project at 1020 East Cooper. Thank you to everyone who participated in the hearings and meetings leading up to the approval. The loss of one housing unit is unfortunate, but the compromise reached with HPC and the neighbors results in an outstanding historic preservation project with quality, centrally located intown housing for locals.
The next step is for the Conceptual Design approval and associated reviews to be presented to City Council through the “Notice of Call Up” process. On November 23, 2021 Council will decide whether to call up the project for discussion, to uphold HPC’s decision, or to remand the project back to HPC for further review. After call up is complete, the project is required to be resubmitted for Final Design review by HPC to present the final details of the project, including landscape, lighting, materials, preservation plan, and architectural details.

Thank you for your continued participation in this project. In August the Historic Preservation Commission continued the public hearing to November 10th. We have spent the past month redesigning the project to address remarks about mass and scale related to the third story, and to provide more information on the proposed relocation of the landmark. The primary goal for this project is to maintain a balance of historic preservation and affordable housing. We have redesigned the project to remove the third story and two parking spaces to accommodate a larger ground floor unit in the detached new building. This results in a significantly smaller project than originally proposed with less height, less floor area, less FTEs, less density, and less onsite parking.

Continuation of Public Hearing

Updated Application Information

Thank you for your continued participation on this project. In April, City Council overturned the Historic Preservation Commission’s denial of the 1020 project and remanded the Conceptual Review back to the HPC for reconsideration on June 9th at 4:30.

Appeal of HPC’s Decision

Updated Application and FAQ Now Available to View

The updated application and FAQ documents are now available to view. Our team will be walking through the proposed changes to the project at this week’s neighborhood meeting.
In response to the staff memo dated January 13, 2021, we have submitted a revised cover letter altering the west elevation of the landmark to remove the two proposed storage units. An illustration and site plan reflecting these changes are also included in the team’s response to staff.

Project Introduction
The 1020 East Cooper project is a 100% affordable housing project that balances multiple community goals including historic preservation, affordable housing, environmental sustainability, and local community character. 1020 East Cooper will restore a historic 19th century miner’s cabin and add a new detached building along the alley to house a mix of two and three bedroom units.
The miner’s cabin is proposed to be fully restored, preserved, and converted into two housing units with a full basement. The new detached building contains three units and is carefully designed to fit into the context of the neighborhood. Onsite surface parking is accessed off the existing alley and each unit is proposed to have assigned exterior storage.
1020 East Cooper project creates the unique opportunity for working locals to live in a vibrant multi-family neighborhood and to be walking distance to downtown.
